Preparation of the first regular report on loss and damage associated with the adverse effects of climate change
Location: Global
CFP reference number: UNOPS/FO/2026/135-SANTIAGO NETWORK - CFP/SN/24039/2026/LDReport/001
Deadline: 31 December 2026, 11:59 PM (GMT+1, CET)
The Santiago Network Secretariat is issuing this call for proposals to select a Lead Drafting Entity to prepare the first edition of the regular report on loss and damage. As per COP/CMA mandate and decisions at SNAB 7, this report is expected to compile available information on loss and damage.
The report and related materials will showcase risk projections and scenarios, innovative solutions, case studies, best practices and lessons learned to guide efforts to avert, minimize and address climate-induced loss and damage. They will have a global coverage, providing balanced regional representation all while focusing specifically on developing countries that are particularly vulnerable to the adverse effects of climate change, reflecting economic and non-economic loss and damage across different ecosystems, socio-economic contexts, and sudden- and slow-onset events and processes. The work to produce the report is expected to start in April 2027 and should continue throughout June 2028.
All proposals in response to this call must be submitted via the UNOPS grant management platform Grant+.

Background: The Santiago Network was established in 2019 under the Warsaw International Mechanism for Loss and Damage (WIM) as a mechanism to catalyze technical assistance from relevant OBNEs to avert, minimize, and address loss and damage associated with the adverse effects of climate change at local, national, and regional levels. This support is intended for developing countries that are particularly vulnerable to the impacts of climate change. This call for proposals is managed by UNOPS in its capacity as a co‑host of the Santiago Network Secretariat.
