The Santiago Network Secretariat is issuing this call for proposals to catalyze technical assistance from organizations, bodies, networks, and experts (OBNEs) in response to a request from the Republic of Iraq.

The requested technical assistance aims to strengthen Kenya’s capacities to assess economic and non‑economic loss and damage across sectors, and to support medium‑term planning and decision‑making. Specifically, the assistance will include: (i) conducting a robust and comprehensive assessment of loss and damage for the period 2015–2025; and (ii) developing climate‑related loss and damage scenarios up to 2035, in consultation with the Loss and Damage technical working group and relevant stakeholders. The assessment will identify, quantify, and document impacts to inform national policies, planning processes, and investment strategies for averting, minimizing, and addressing future loss and damage. By assessing losses and damages comprehensively across all sectors, the technical assistance will help advance national objectives and support government efforts to respond to current and anticipated climate impacts. By providing robust data on loss and damage, including scenario analyses, it will enable more informed policy decisions, improve the allocation of resources, and strengthen the effective implementation of strategies to address existing impacts and reduce future risks. 

The technical assistance will also contribute to building and retaining national capacities, equipping government institutions and community‑based actors with methodologies and tools to conduct loss and damage assessments, integrate loss and damage considerations into policies and plans, and support communities in communicating impacts and identifying priority actions, funding needs, and intervention strategies.

The Santiago Network was established in 2019 under the Warsaw International Mechanism for Loss and Damage (WIM) as a mechanism to catalyze technical assistance from relevant OBNEs to avert, minimize, and address loss and damage associated with the adverse effects of climate change at local, national, and regional levels. This support is intended for developing countries that are particularly vulnerable to the impacts of climate change. 

The Network Secretariat is co‑hosted by the United Nations Office for Disaster Risk Reduction (UNDRR) and the United Nations Office for Project Services (UNOPS). This call for proposals is managed by UNOPS in its capacity as a co‑host of the Santiago Network Secretariat.

Members of the Santiago Network are eligible to respond to this call for proposals. Interested OBNEs that are not yet Members of the Santiago Network may also respond to this call for proposals, provided they submit an Expression of Interest for membership in line with the membership guidelines. In such cases, the Expression of Interest must be submitted within one week following the proposal submission deadline indicated in this call for proposals. Any OBNE selected to respond to the call for proposals must have also been confirmed as a Member of the Santiago Network prior to their selection. Relevant expertise and experience in the subject matter are required for this call for proposals. Applicants are encouraged to highlight their qualifications at different levels, including local, national, regional and international. Applicants are also requested to give due consideration to how they will maintain close coordination with relevant government counterparts and other stakeholders.
