Technical Assistance


The Santiago network helps catalyze technical assistance of relevant organizations, bodies, networks and experts (OBNEs) for the implementation of relevant approaches to averting, minimizing and addressing climate-induced loss and damage. Technical assistance through the Santiago network is available for developing countries that are particularly vulnerable to the adverse effects of climate change, for activities at the local, national and regional levels.

Detailed information on technical assistance is available in the guidelines and procedures for responding to requests for technical assistance. The guidelines outline the scope of technical assistance; procedures for receiving, assessing and managing the process of responding to requests for technical assistance; the criteria governing eligibility of requests for technical assistance; and the workflow for requesting and providing technical assistance through OBNEs as members of the Santiago network.

What is the Santiago network’s approach to technical assistance? 

Technical assistance through the network will be provided in a demand-driven manner and developed through an inclusive and country-driven process, taking into account the needs of vulnerable people, Indigenous Peoples and local communities. 

The Santiago network will catalyze technical assistance by assisting in, among other things: 

  • Identifying, prioritizing, and communicating technical assistance needs and priorities
  • Identifying types of relevant technical assistance
  • Actively connecting those seeking technical assistance with best-suited organizations, bodies, networks and experts
  • Accessing available technical assistance

Scope of technical assistance

Who can submit a request for technical assistance?

Technical assistance requests should be submitted according to the process determined by each country and in line with the guidelines and procedures for responding to requests for technical assistance. The following organizations and institutions, among others, may prepare and submit requests:

  • Government/public institutions (including national, regional, sub-national and local governments)
  • Academic institutions 
  • Non-governmental organizations
  • Civil society organizations (including organizations representing local communities, women, children and youth, and Indigenous Peoples)

What is the process for receiving technical assistance through the Santiago network?

All requests for technical assistance are submitted, reviewed and delivered in accordance with the process outlined in the guidelines and procedures for responding to requests for technical assistance.

Does the Santiago network provide financial support for technical assistance? 

There are two types of technical assistance requests that can be made through the network: 

  • Technical assistance with financial support from the network: 

Technical assistance is delivered through members of the Santiago network based on an open and transparent selection process managed by the Santiago network secretariat. During the selection process, members may indicate any complementary (co-funding / in-kind contributions) resources or the ability to finance the provision of the entirety of technical assistance (see below).  

  • Technical assistance that does not require financial support from the network: 

Requests that are facilitated and/or supported by the Santiago network, but do not require financial support from the network include: 

  • Technical assistance provided by a member with an existing source of funding.
  • Technical assistance requests that have financing available through the proponent of the request or have an identified source of funding.
  • Expert advice provided by a member in response to a particular technical question received from a country.

  • Confirm alignment of your technical assistance request:
  • Compile basic information:
    • Country name, title of the request, focal point name, and contact details
    • Need for financial support (with/without) 
  • Outline the objective and scope of the request: 
    • Objective and geographical scope (local, national, regional)
    • Expected timeline for the delivery of technical assistance
  • Define the request:
    • Context, problem statement, and current relevant efforts
    • Expected results, activities, and urgency (if applicable)
  • Ensure country-driven process and inclusiveness:
    • Confirmation of alignment with national priorities on loss and damage
    • Consideration of the needs of vulnerable people, Indigenous Peoples, and local communities in the request for technical assistance
  • Highlight expected impact:
    • Description of retention of capacities and long-term sustainability 
  • Submit the request:
    • Relevant background documents (where applicable)
    • Request form is signed
    • Submission through the Santiago network portal or by email
