Technical Assistance


The Santiago network was set up to help catalyze technical assistance of Member organizations, bodies, networks and experts for the implementation of relevant approaches for averting, minimizing and addressing loss and damage associated with the adverse effects of climate change at the local, national and regional level in developing countries, particularly vulnerable to these effects.

Technical assistance through the network is provided in a demand-driven manner and developed through an inclusive and country-driven process, taking into account the needs of local communities and vulnerable groups, including women, children, youth and Indigenous Peoples. 

The guidelines and procedures for responding to requests for technical assistance (English, French, Spanish) provide detailed information, including:

Who can submit technical assistance requests? 

Requests should be submitted according to the process determined by each country. The following organizations and institutions, among others, may prepare and submit requests:

  • Government/public institutions (including national, regional, sub-national and local governments)
  • Academic institutions
  • Non-governmental organizations
  • Civil society organizations (including organizations representing local communities, women, children and youth, and Indigenous Peoples)

What is the criteria for a technical assistance request?

The Santiago network Secretariat will carefully review each request using the pre-defined criteria to ensure support is provided in an inclusive, balanced and equitable manner.

What types of technical assistance can be requested?

The Santiago network can provide a range of technical assistance based on the needs of countries and communities. An overview of the types of technical assistance the network can provide are included below. While not an exhaustive list, the examples below offer an idea of the kind of support that can be provided, how it might be delivered, the areas it could focus on and the types of climate risks it aims to avert, minimize and address.

How do you submit a request for technical assistance?

Technical assistance requests can be made by completing this short template (EnglishFrenchSpanish).  The request can be submitted by completing the form directly in the Santiago network portal or by filling in the document (EnglishFrenchSpanish) and submitting it by email to secretariat@santiago-network.org.

Requests are accepted on a rolling basis. If you need any support with your request, please contact the Secretariat for assistance. 

Before preparing and submitting your request, we encourage you to review the checklist (English, French, Spanish) for submitting a request for technical assistance. 

Checklist:

  • Confirm alignment of your technical assistance request:
    • Review the guidelines and procedures for responding to requests for technical assistance and consult the Santiago network webpage
    • Ensure the request is within the scope of technical assistance and meets the criteria governing requests for technical assistance outlined in the guidelines
    • Confirm the country-driven process that applies to the request for technical assistance
  • Compile basic information:
    • Country name, title of the request, focal point name, and contact details
    • Need for financial support (with/without)
  • Outline the objective and scope of the request:
    • Objective and geographical scope (local, national, regional)
    • Expected timeline for the delivery of technical assistance
  • Define the request:
    • Context, problem statement, and current relevant efforts
    • Expected results, activities, and urgency (if applicable)
  • Ensure country-driven process and inclusiveness:
    • Confirmation of alignment with national priorities on loss and damage
    • Consideration of the needs of vulnerable people, Indigenous Peoples, and local communities in the request for technical assistance
  • Highlight expected impact:
    • Description of retention of capacities and long-term sustainability
  • Submit the request:
    • Relevant background documents (where applicable)
    • Request form is signed
    • Submission through the Santiago network portal or by email

What happens after the technical assistance request is submitted?

Once a request has been submitted, it will be reviewed to ensure it meets the eligibility criteria listed in the guidelines. The Secretariat will coordinate with the requester to make any necessary revisions to the request. When the final request is ready, the matchmaking process begins, following a fair and transparent procedure by which one or more Santiago network Members will be selected to deliver the technical assistance. While the technical assistance is being provided, progress is monitored, and the outcomes and lessons learned are documented and shared.
