[OPEN] Development of comprehensive and actionable nationally prioritized Strategic Plan for Climate-Induced Loss and Damage and Glacial Lake Outburst Floods (GLOF) risk management in Nepal
Country: Nepal
CFP reference number: UNOPS/FO/2026/54 - SANTIAGO NETWORK CFP/SN/24039/2026/NPL/013
Deadline: 24 August 2026, 11:59 PM (GMT+2)

The Santiago Network Secretariat is issuing this call for proposals to catalyze technical assistance from organizations, bodies, networks and experts (OBNEs) in response to a request from Nepal.

This technical assistance will support the Government of Nepal in developing a comprehensive, nationally prioritized Strategic Plan for Climate-Induced Loss and Damage and GLOF risk management. By contributing to Nepal’s efforts to build a unified national framework, the technical assistance aims to strengthen national systems for loss and damage assessment, enhance methodologies and data collection processes, improve institutional coordination, and support the development of a government-endorsed Strategic Plan. Ultimately, this support fosters a more inclusive, data-informed national response, enabling Nepal to protect vulnerable communities, safeguard critical infrastructure and reduce future risks.

All proposals must be submitted via the UNOPS grant management platform Grant+

Members of the Santiago Network are eligible to respond to this call for proposals. Interested OBNEs that are not yet Members of the Santiago Network may submit proposals, provided they submit an Expression of Interest for membership in line with the membership guidelines within the deadline of this call. Background: The Santiago Network was established in 2019 under the Warsaw International Mechanism for Loss and Damage (WIM) as a mechanism to catalyze technical assistance from relevant OBNEs to avert, minimize, and address loss and damage associated with the adverse effects of climate change at local, national, and regional levels. This support is intended for developing countries that are particularly vulnerable to the impacts of climate change. This call for proposals is managed by UNOPS in its capacity as a co‑host of the Santiago Network Secretariat.
