Scaling delivery and complementarity: key outcomes of the sixth meeting of the Santiago Network Advisory Board

The sixth meeting of the Santiago Network Advisory Board (SNAB6), held from 24 to 26 March 2026 in Geneva, Switzerland, marked a pivotal milestone in the Santiago Network’s transition into its first year of scaled delivery under the 2026–2027 work programme. The meeting focused on strengthening the Network’s results framework, advancing a clear pathway toward the development of the terms of reference for the regular report on loss and damage, deepening collaboration within the loss and damage ecosystem, encouraging the continuation of its inclusive approach to observer participation, and preparing for the seventh meeting of the Advisory Board (SNAB7).

Strengthening the Results Framework as the backbone for tracking delivery

At SNAB6, the Advisory Board adopted the revised Results Framework of the Santiago Network. The framework builds on the interim Results Framework adopted in 2024 and incorporates early operational learning from the Network’s initial delivery experience, as well as inputs from consultations with Members and key institutional partners. The revised Results Framework was developed by the Secretariat through an inclusive and consultative process and presented for consideration at SNAB6, with the objective of providing a more robust and coherent structure for tracking results, learning, and impact across the Network’s operations.

The Secretariat highlighted the strong interlinkages between the Results Framework and the forthcoming monitoring, evaluation, accountability and learning (MEAL) framework, noting that work on the MEAL framework had commenced in advance of consideration at SNAB7, thereby allowing the Results Framework to serve as the foundational element of the Network’s evolving results architecture.

Roadmap toward terms of reference for the regular loss and damage report

Another key outcome of SNAB6 was agreement on the roadmap toward the development of the terms of reference (ToRs) for a regular report on loss and damage, as mandated by Decision -/CMA.7 endorsed by Decision -/CP.30. This mandate requests the Advisory Board to prepare the ToRs, in consultation with the WIM Executive Committee, no later than the seventh meeting of the Advisory Board.

To advance this work, the Advisory Board agreed to establish a drafting group tasked with developing the proposed ToRs for adoption at SNAB7. The roadmap builds on feedback provided by Advisory Board members, as well as views from a joint session of the Advisory Board with members of the Executive Committee during the SNAB6 informal meeting, setting out a clear and structured pathway toward the preparation of TORs by the seventh meeting of the Advisory Board.

Deepening collaboration with the FRLD and the WIM Executive Committee

SNAB6 also underscored the importance of continued collaboration across the loss and damage architecture, particularly with the Fund for responding to Loss and Damage (FRLD) and the WIM Executive Committee. Mathilde Laurans, Deputy Executive Director of the FRLD, reported on the status of the Barbados Implementation Modalities, noting ongoing and regular engagement between the Secretariats, including on the development of relevant policy and operational documents. With respect to the WIM Executive Committee, its representatives in the Advisory Board highlighted ongoing collaboration at the Co-Chairs and Secretariats levels, including the development of explainer materials, coordinated communication and outreach activities, and continued consultation on the development of terms of reference (ToRs) for the regular loss and damage report.

Additional procedures for the participation of observers

The Advisory Board also considered the recommendations from its Task Force on Outreach regarding additional procedures for the participation of observers and encouraged the Secretariat to continue its current inclusive approach in implementing these procedures as appropriate. The Santiago Network Advisory Board will continue to uphold best practices in observer participation and transparency.

Looking Ahead to SNAB7

Finally, SNAB6 helped advance important items expected for the seventh meeting of the Advisory Board, including through feedback on the monitoring, evaluation, accountability and learning (MEAL) framework and the roadmap toward the adoption of the ToRs for the regular loss and damage report. The Advisory Board also welcomed the invitation from the Government of Japan to host SNAB7 in Tokyo from Tuesday, 29 September 2026 to Thursday, 1 October 2026, with an informal meeting on Monday, 28 September 2026, providing a clear forward pathway to consolidate progress, strengthen collaboration with partners, and enable substantive decision‑making at the next meeting.
